Teatimer is a great program but can, on occasion, cause minor user problems on entries such as these. Wextract Cleanup0 is valid to allow. It helps clean up temporary or cab files created by installer software for a wide variety of programs. You would generally get a message at the end of an install. When you reboot, it runs just for the purpose of cleaning up all the debris left over from an install session. It is designed to self destruct after this work is done. It's likely you'll get the message from Teatimer again when installing other software. When you do, it is OK to allow.
