Windows IE is started and redirected to sameshitasiteverwas

Hi there, Since a couple of days windows IE is started (just about every 5 minutes). In the address box windows IE is trying to open the following page: hxxp://sameshitasiteverwas.com/traf/tds/default.cgi I then get a 404 error. Furthermore I notice that each time I (re)start my PC the Windows Security Center is not able to start. Each time when I click the "diagnostics" I can see that the windows firewall is inactive.
