Need assistance, please

We seem to be having a strange issue with our kids' computer. When we open IE or any other web browser, we get an error message indicating that we do not have an internet connection. However, my husband can get a ping response from the cmd prompt, so he says that means that we still have internet connection to the computer (I'm not sure what that means, but I assume you do).
