Windows XP not loading and System Restore unable to restore

Every time I try to start up Windows XP in normal mode it would restart. I am able to start up in safe mode, but it is not letting me restore to an earlier restore point. It will run system restore but then says it is unable to restore after I restart. Here are the two DDS logs. .
