[split from] Virus is locking programs and preventing scans

I have experienced the exact same situation as described above... Is there really no other way than a reformat? I have two USB external hard-drives also, that I use to back-up files... is there any way to ensure they are un-infected? I absolutely cannot lose the data stored on these...
