PC restarts after shutdown

My PC restarts after being shutdown thru the windows shutdown screen, it goes thru all the usual saving etc during the shutdown process and when it powers off the light only stays off for one or two seconds and then it reboots. I have tried all of the suggestions that I can find as a result of google searches but none have resolved the problem. Hijackthis was suggested as a possible solution by a friend.

I run Zonealarm, Ad-aware and Spyware Doctor but they can't find anything that resolves this issue.
