malware-gen found even after full format and XP Pro install

Description: My compaq cq50-210US was infected with a virus/malware that redirected my internet searches to surveys and unwanted webpages. After several scans and removal tools were unsuccessful I dug out my XP Pro install disc. I deleted the C partition, formatted the partition and fresh installed XP Pro (formerly Vista Home).

The first thing I did was install drivers (previously downloaded) and install avast! home. Then I started Windows Updates.

Avast! keeps reporting malware found in C:\Windows... I've tried manually deleting this folder and trying to allow Avast to delete it as well.

Any advice would be appreciated. I'm willing to remove XP and try another install of either XP Pro or my original factory Vista discs.
