Had malware but uninstalled all - can't install updates

HP laptop I7 Intel, 8gb memory, 1 tera byte HD


Removed all malware found on used computer that I just bought from eBay. I can't install Windows updates for it says I don't have permission.
There may be more that I haven't found.

Also can't disable or remove touch pad driver
